Hi,
This is EnergyWise PD discovery process. It looks like you are hitting the following bug:
CSCth62705 EnergyWise PD discovery process caused CPU high, fixed in 12.2(58)SE2
Symptom:
The switch experiences high CPU usage when new domain members or EnergyWise capable endpoints with a different EnergyWise domain are added to a existing domain and EtherChannel is configured.
Conditions:
A combination of cross domain traffic introduced via a endpoint or domain member and Etherchannel configuration between a access and distribution switch that has EnergyWise enabled at both ends is necessary to reproduce the problem.
Workaround:
The workaround would be to disable the port channel in the case where the high CPU usage is seen.
Here you can read more information on EnergyWise features:

Kind Regards,
Ivan
