Hello Mayamba,

you may be able to use Digital Optical Monitoring for this.

check your transceiver in this list

http://www.cisco.com/en/US/docs/interfaces_modules/transceiver_modules/compatibility/matrix/OL_8031.html

and see this thread of some mounths ago

http://forum.cisco.com/eforum/servlet/NetProf?page=netprof&forum=Network%20Infrastructure&topic=WAN%2C%20Routing%20and%20Switching&topicID=.ee71a06&CommCmd=MB%3Fcmd%3Dpass_through%26location%3Doutline%40^1%40%40.2cd3f355/3#selected_message

you probably need to enable in global config monitoring for all transceivers types.

Edit:

you can use search option on topr right corner with search string =DOM to find the referred thread

Edit2:

another feature that can be useful is

http://www.cisco.com/en/US/docs/routers/7600/ios/12.2SR/configuration/guide/intrface.html#wp1066783

see section

Configuring the Port Debounce Timer

Hope to help

Giuseppe
