How to recover C9300 from RMON

Have a switch that is stuck in RMON.  I am unable to load packages.conf.  My Tech was advised to downgrade from 16.12 and now the switch is stuck in rMON and packages.conf is corrupt and the 16.12 bin must've been wiped when they loaded 16. 9. 

The switch has no USBport (24S-s) and I am unable to tftp from another device because the port is inactive.

Post the complete output to the command "dir".

Thks for they reply. I’m in a location where I cannot take a phone. But I’ll try to get the “dir” results. However I was able to get a doc that is very confusing but I need to coin Ext via the mgmt port and set that port to communicat to my server to tftp the new bin file. Now I’m trying to understand these confusing steps on setting it up to communicate with my directly connected server where my bin file sits

Try this (in ROMMON): 

boot flash:packages.conf

If the switch boots up, post the complete output to the command "sh boot".
