I have created 2 vlans: vlan 2-F0/2 & vlan 3- F0/3 and both are in different networks in a single L2 switch. How will they communicate with each other without using layer 3 device and L3 switch?

they cannot communicate without layer 3 device like Router or layer 3 switch

without layer 3 device in your network, your network will remain in-complete and cannot be use to communicate between different vlans and internet.

They need layer 3 device alike a L3 switch or a Router. If you have small company or small remote office and several vlans, you can do Router-on-a-stick. there were several examples of such setups shared in format of PT file. get free PT, find files, open it.
