Hi,
Based on this document:
and this discussion https://supportforums.cisco.com/thread/2084228 Intervlan routing is available in 2960 as of 12.2.55.
I have 12.2.55se6 but "ip routing" doesn't exist. Any thoughts.

first run "sdm prefer lanbase-routing" in config mode, reload the switch and try to enable routing again: http://www.cisco.com/en/US/docs/switches/lan/catalyst2960/software/release/12.2_55_se/configuration/guide/swipstatrout.html

Well I always thought that it is only Layer 2 switch but apparently with a Lanbase license you can do it as of 12.2(55)SE. Have you first tried running "sdm prefer lanbase-routing" command first, then you'll need to save and reboot. Once back up you'll hvae access to the ip routing command.
Now keep in mind the bug CSCtj37604. But I think you are running the newer IOS so it might not apply to your IOS.
