Invalid packet (too large) length=21584

When I do a "sh logging", on a cisco 3560 switch, I received the following message

"Invalid packet (too large) length=21584"

At the same time I had to experience heavy packet losses and cpu utilization was almost 99.9%.

The issue is still persist, I need your cooperation.

if you can figure out which interface is receiving the packet, try and disable NTP on that interface (ntp disable)...

there is a bug related to UDP port 2228 which might cause the log entry. Try to apply the following access list to your interface(s) and check if that makes a difference:

access-list 101 deny udp any any eq 2228
access-list 101 permit ip any any

You need first to investigate the originating device of this packet and try to change the MTU size there. Also, you can change the MTU size on your current router but this could result in performance degradation
