my question is, does cisco have a tool to show me what IOS i can upgrade my router to? can i upgrade to the 12.4? or not? or what is the highest i can updgrade to and how much flash and ram will i need?

When you have choosen the specific IOS you want, and before the IOS will be downloaded, the website will tell you the amount of FLASH and DRAM required.

You need to have a CCO account in order to download software.

Click on 2600 series
Also, make sure you have enough memory and flash.
