I would like if any one change the IOS version of switch, It will send alert to my phone as SMS or phone me, how can this be done?
in "show ver", I can't see the old version number, how would I see the old version number?

CCO is your Cisco username. I'm sure you can guess the web site.
Either of these commands will tell you tour licence.
show ver
show license right-to-use

What sort of switch is this?
You are probably better off using a product like rancid if you want to track changes being made by other people.

cisco 3850. I don't want any third party software.
also for 3850 and 2960, do we require license for IOS? or anyone can download from cisco website and install without license issue?

The licence is installed into the switch, and this is quite separate to the IOS-XE version you are running.
To get software updates you need a Cisco SmartNet contract. You wont be able to download the software without a current contract registered against your CCO username. And yes, you can install software updates without it affecting your existing licences.

You are not going to be able to trap someone upgrading the switch very easily. However you should notice the 10 to 20 minute outage ...
You could probably create an EVM script to send an email every time someone goes into config mode.
But using third party tools is so much easier.
