Hi
I currently have a 2960S switch and need a 9300L switch for my Lab.
Given that I am not planning to set up any routing protocol, do I need to obtain a license for 9300L to test the setup of a VLan between the 2960S and 9300 switches?

No, you do not need to obtain a license for the C9300L to test VLAN configuration and basic Layer 2 switching between your 2960S and 9300L switches.
The default Network Essentials license that comes with the 9300L includes all the necessary Layer 2 features, such as VLAN creation, VLAN trunking, and STP. Since you are not planning to configure a routing protocol, you do not require the Network advantage license, which is needed for Layer 3 features like OSPF, EIGRP, and BGP.
VLANs operate at Layer 2, meaning as long as both switches support 802.1Q trunking, VLAN traffic can pass between them without requiring additional licensing.
