Issue stacking Cisco 9200L C9200L-48P-4X

When trying to install a second switch and stacking to current live switch, both running 17.06.05, I get a lock-up state where all communication is lost with primary switch.  What steps should I take to resolve this issue?

Turn off the recently added switch to restore the working switch to an online state.

Follow the steps below to work on many deployments :

I am in the process of stacking two Cisco 9200L switches (C9200L-48P-4X).  I am actually adding a second switch to an already live switch.  Both running 17.06.05.  Both switches are added, but the only option I see to run the second switch is as a standby, which means the ports cannot be utilized as is needed.  Is there a way to simply make the second switch a member switch so that all ports can be utilized?  Here is what switch command shows:

Post the complete output to the command "sh switch detail".

I do not see the issue. What is the problem here?

In stacking, the master switch is active, and the member is in standby. In case the master fails, the standby becomes active

. Show interface status (you see 1/0/X and 2/0/X). As long as you see this, you're ready to use the switch.

The site IT wants both switches to run so that all parts can be accessed.  With on in standby, the ports are not available to be used.

On the other switch, it just locks up both the current switch and the one we are attempting to stack.  They are both the same version.  Should I "start over" with the second switch and reinstall?
