LEDs are blinking abnormally

Hello,

I have just bought a new Cisco WS-C2960L-16PS-LL switch, but this one encounters an error that I cannot resolve.

I have cameras, AP and computer connected to it, the traffic is therefore heavy and the LEDs are supposed to flash very quickly.
This is not the case, because all the LEDs of the connected equipment flash once per second.

Anyone has an idea ?

Here is some cisco documentation about the LED indicators in the different modes (Cisco switch 9200):

 - Shouldn't worry too much if the camera's work normally, on some models the traffic indicating patterns have been modified and or are more relaxing,
