Limit Bandwidth on 3560G Physical Port or Layer2 Only

Here's what I want to do.  Background info:  We partner with another organization for many things.  Our networks are connected by a 1Gig link trunk port.  Over this link there are a number of apps that we share.  Now, this partner has a small office at one of our locations which connects into our network.  We allow the partner to connect to our network as layer 2 and traverse the network back to their core switch.  Our transport is all layer 2 back to the partner core switch.  At the small office site, we have a 3560G.  We are allowing them to plug into port Gi0/24.  It is configured as an access port.  I'd like to limit their bandwidth to 50Mbps on this port on the 3560G.  To complicate it more, this limit has to happen on the whole connection.  So from their core switch (6509), they need to be limited to 50Mbps all the way to their port off of our 3560G and vice versa.  I'm working with our partner to have them configure a similar limit on their end.  What can we do?

One easy mechanism for limiting bandwidth is Policing:

For outbound traffic you can also use shaping, where packets above the limit don't get dropped. With that, they also don't need to be retransmitted.
