Limiting traffic rates on 6509 sub-interfaces

I'm running a 6509 ver 12.2(18)SXF16, I tried using the rate-limit function on the sub-interface to limit bandwidth to the interface inbound and outbound but it wasn't matching any traffic inbound and very little outbound so I tried to create a policy-map to police instead. I'm wondering if there's a different way I should be doing this? It does seem the policy-map is matching more traffic and working both ways. Here's what it looks like.

For the rate-limit (on sub-interface):

rate-limit input 10000000 1875000 3750000 conform-action transmit exceed-action drop

rate-limit output 10000000 1875000 3750000 conform-action transmit exceed-action drop

For the policy-map applied to both directions on sub-interface:

policy-map POLICE-10MB

  class class-default

   police cir 10000000 bc 1875000 be 3750000 conform-action transmit exceed-action transmit violate-action drop
