Link not coming up

I am connecting vEdge 1k with 9500-32C-A through copper cable using GLC-TE. But the link is not coming up and getting below error.

What firmware is the 9500 on?

It's 16.12.4

Disable auto-negotiation.  

If problem persist, upgrade/downgrade to any IOS-XE version but do not use 16.12.X.

where is this error you getting ? Router or switch site ?

We are getting error n the switch. We are using IOS XE 16.12.04.  auto negotiation is enabled as vEdge port is 1G.
