How about with "lldp transmit" and "lldp receive" commands?

sorry for the confusing formatting.
If LLDP is enabled globally, it's also enabled on all interfaces:
TEST-ACCESS#sh lldp interface gi3/0/23
GigabitEthernet3/0/23:
Tx: enabled
Rx: enabled
Tx state: IDLE
Rx state: WAIT FOR FRAME
Additionally the LLDP config statements are NOT shown in the interface config:
TEST-ACCESS#sh run int gi3/0/23 ! interface GigabitEthernet3/0/23 network-policy 1 switchport access vlan 2261 switchport mode access switchport nonegotiate switchport voice vlan 2154 no cdp enable spanning-tree portfast edge end
TEST-ACCESS(config)#int gi3/0/23 TEST-ACCESS(config-if)#lldp transmit TEST-ACCESS(config-if)#lldp receive TEST-ACCESS(config-if)#lldp med-tlv-select network-policy TEST-ACCESS(config-if)#end
TEST-ACCESS#sh run int gi3/0/23 ! interface GigabitEthernet3/0/23 network-policy 1 switchport access vlan 2261 switchport mode access switchport nonegotiate switchport voice vlan 2154 no cdp enable spanning-tree portfast edge end
But regular LLDP is working fine all regular LLDP TLVs are send and received.
