lost carrier error/ no neighbor

Recently replaced a 3845 in my Data Center with a ISR 4331. Used the same Fiber SFP that was in the 3845 in the 4331. 

My network monitor is showing my WAN interface and completely down.

Insights as to where the issue lies? also the significance of the lost carrier packets. 

The WAN interface was working properly on the 3845. 

Even though the router is unavailable via WAN I am able to get to it via a secondary inter route.

Hi, Can you post "sh run" from the ISR router? Are you able to ping the provider router? HTH

I am unable to ping the provider.
