I can connect to the cli, and the SPF ports are working, but no cobber ports are working... does not even flash after boot. Log says:
*Jan 2 00:03:00.323: %PLATFORM_ENV-3-ILP_PORT_POST_ERR: Gi1/0/1 can't be brought up because it failed POST in Inline Power test.
on every ports and a diag all says:
POST: Inline Power Controller Tests : Begin
POST: inline power post failed for port 0
POST: inline power post failed for port 1
...
It is pretty clear that the PoE PSU is dead... but can I:
1) disable the PSU and use the switch as a non PoE switch
or
2) change the PSU? If that makes sense on such and old (but other than that great) switch.

If the PSU is dead than you have to replace it to get the switch to work.

Yeah, ok... but the PSU apparently works to keep mainboard, OS, cli and SPF working. Only the PoE part is not working. No way to have the switch working just without PoE?

Well, that switch is a POE switch, and so ports might not light up if POE isn't working. If everything else works well and the PSU is healthy, the issue may be a software bug or a hardware issue rather than a PSU issue. The simplest solution to try is to change the current IOS; if that does not work, a hardware problem exists.
