unfortunately, I don't belive you'd be able to achieve this from a router alone,having said that I do not know all your requirements .

What you'll be looking is to redirect web traffic to a proxy server or capture your internet traffic at the egress of your network from a proxy server apply a policy according to your requirement

With guest vlan implementations you can do certain layer 3 redirections but again you'd have to have another device at the front to display splash screens/home page etc..
