Cisco Smart License (CSL) support is from 16.9.X up to 17.3.1.
Fixing it would be to use an IOS-XE version that does not support CSL.

Hi Mohsiala,
Thanks for the reply.
We found that one of the switch stack(Wifi switch stack) with iOS-XE 17.3.3 have one perpetual license while the rest of the stack with 16.12.3a is showing unregistered.

Vikram

Hi Mohsiala,
Thanks for the response.
But, can you suggest how come the issue wasn't reflected in the device which was upgraded to 17.3.3 version while the devices with 16.12.03a showed the above log?
Note: We don't have a smart account for them.
So, the above thing is a mystery. Can you help out this?
Regards,
Vikram

Contd...
The above Wifi Switch (C9200) with iOS version 17.3.3 (ED) is showing the license installed as perpetual under #show license all, #show license summary.
While the devices kept on hold for upgradation with iOS version 16.12.03a is showing the unregistered.
This is causing a bit confusion.
Regards,
Vikram
