IOS is (cat4500e-UNIVERSALK9-M) and license level is "License Level: ipbase"
Supervisors are WS-X45-SUP7-E
Should I be able to do policy-based routing with this setup or do I need to do an upgrade?

PBR is supported in IP Base license level. Please refer to the following link for 4500 Realease Note and available features in detail:

Just realized my IOS version is 3.04.00SG
Looks like I may need to get up to 3.8 to get PBR, is that right?

Yes, 3.8 release is the recommended and most up to date, It will sure supports PBR feature.
