Per Tunnel QoS DMVPN Errors

Experts,

I'm having trouble with getting per tunnel QoS to work on DMVPN.  

I'm getting this error:

Jan  2 23:27:33.756: %NHRP-3-QOS_POLICY_APPLY_FAILED: Failed to apply QoS policy Group2Mbps-Interface mapped to NHRP group Group2Mbps on interface Tunnel1, to tunnel X.X.X.X due to policy installation failure.

I've been using the guide and reconfiguring for six hours with no luck.  Doing something wrong.  Anyone know how I can correct this?

The tunnel is up and working correctly.

If I try to apply a service policy to the tunnel interface without using NHRP, it only offers me the options of:

service-policy type (access-control/performance-monitor)

Also, on the tunnel interface, there is not an option for ip nhrp attribute?

Last question, how do you build your class-map for voice traffic?

Just dscp? This router has a HWIC-D-9ESW, and it's not letting me use MLS commands, so I can't figure out how to set those ports to trust the cos/dscp.
