802.1p (or COS) is a layer 2 method for marking packets for QoS so you can apply some kind of QoS policy. It is up to you what you do with the markings (whether you set them, use them, ignore them etc) and what action you take (no action, drop them, guarantee bandwidth, re-order, etc).
