problem with ISDN Connection

Hello

I have problem with ISDN Connection, I use ISDN configuration in cisco Router using Dial in demand command , the problem is the ISDN link doesn’t automatic activate to UP status  when the client and host connected to router want to use network , and to activate the link I need to  access to the router and make ping to next router and then the ISDN Link becomes active

Please tell me how can I fix this problem
