Why 5. is not a valid public address? which i think it is a class C network 192.15.301.0 /24.

Hello Peiwai,
dotted decimal notation shows 32 bit IPv4 addresses as a.b.c.d
so between two dots . you can see a number betweeen 0 and 255.
301 in third byte does not fit in 8 bits and so answer 5 is not a valid IP address, regardless of being public or private
