Re-enable CDP

Is there any way to re-enable CDP on a 3650 after disabling LLDP? Normal commands don't work both at the global level and the interface level. CDP still fails to detect neighbors even though it shows an interface is participating.

TenGigabitEthernet1/1/3 is up, line protocol is up
  Encapsulation ARPA
  Sending CDP packets every 60 seconds
  Holdtime is 180 seconds

In the global config mode try "cdp run" and test again.

As I said above, normal commands, like cdp run or cdp enable, at global or interface level do nothing.

You may try defaulting the interface with command default int te1/1/3 and check again.
