What does sequence 20 do as there is no match or set clause?

If this is a PBR configuration you don't need the second entry as anything not matched in the first entry is simply routed using the IP routing table.
However if this was for route redistribution then you often do need the second entry because it allows all routes not specifically matched in the first entry.
So it depends what the route map is being used for.

Hello,
As John said, the route-map with the sequence number 20 is not neccessary. It is just extra process on your router.
In your case, when specific traffic matches with To-Media-Internet, the next hop will be 10.10.1.215 and the route-map with sequence number of 20 will be discarded. if it does not match, traffic will be checked by route-map with sq of 20. Since you did specify any condition, match any any is considered; however, because there is no set indicated, traffic will be handled by routing table.
In other cases, if traffic matches with none of the route-maps, it will be also handled by routing table.

Hi Ivision,
It depends on the route-map usage normally in case of policy routing any packets donate match entry will be routed normally as per routing table and they won't be dropped.
In case of redistribution of certain subnet and if they don't match by an entry they will not be redistributed.
