Is there any other option to track and monitor Router ports except IP SLA ?

First, we are not clear in what you are trying to achieve. If you are looking for just alternate option then HSRP can track the interfaces.But, it mostly depends on the network setup you have and what you try to achieve.please read the below document

Hi Srikanth,
I have configured dual ISP load balancing with static routing.
1st ISP will go down often but ISP's connected port will be ON only.That time 2nd ISP's speed going very slower than its normal speed.But I physically disconnect 1st isp from router speed will be increasing.
because of this issue I used IP SLA tracing and its working fine.but I don't have Securityk9 and Datak9 license to use these futures. Ipbase license only I'm having for 1941 router.
please let me know to solve this.
