I was looking at the 2811 with Modules but not sure if this will work or not.

Can anyone assist in selecting a router for this.

Get a hwic-4esw on the 2811 and configure vlans for each port.

Out of interest, does the HWIC provide L3 routing over the ethernet ports, of is it just a L2 switching module that sits in the router?

You can configure L3 function, by configuring vlans. Check this link

What I would do if I were you is to use 2 separate devices like a 2600 series (cheap on ebay) and a switch like 3550. The routing between ports on a module is done by the router itself and so don't expect great performance. Also, if you already have 6 interfaces reserved chances are you will be using more in the not too distant future....
