RPS 2300 with 2921 router

Hi,

  I have a 2921 with a RPS-Adptr-2921-51 installed and connected to a RPS 2300.

I plugged the router and RPS to 2 different circuits, the router powers up but when I pull the power to the internal power supply of the router, it powers down and doesnt return even with the RPS powered on.

I also notice the "RPS" indicator light on the RPS-Adptr-2921-51 is not lit.

This router is the only device connected to the RPS.

Is there a step i missed during the setup?

Update:

I:

powered both units off
plugged in the 2921 to rps
plugged in rps to power (left internal power of 2921 unplugged)
waited 1 minute, rps and router powered on
a minute after that, rps stayed on, router powered off
