what is main different between:

service instance 11 ethernet
encapsulation dot1q 11

interface GigabitEthernet4/4.11
encapsulation dot1Q 11

and service instance do tagging for packet with no tag like access port ?

That why we use service instance instead of subinterface in l2vpn

Rewire do that 

Service instance receive untag frame and tag it and forward it as tag frame

so after apply this commands
service instance 11 ethernet
encapsulation dot1q 11

and other side is acces port what happened?
