SG350 Bandwidth allocation priority

Hi,

I configured this command rate-limit VLAN 9 20 Mbps with the intention of allocating 20 Mbps of Bandwidth on the users under that vlan. The problem is when one of the user under that vlan start downloading or stream high def video all other user have left no bandwidth to work with when i conduct internal speed-test while User A is downloading User B and User C speed-test result is under 1 Mbps otherwise they are full 20 Mbps when no one is using the connection.

My question is how do i configure where for ex port1 port2 port3 has 33% each priority of Bandwidth and user will only able to use 99% of Bandwidth when the others is not using it.

I'm using SG350 can i do that on per port basis?
