On a C9300 two switch stack. Ran sh switch and got back member switch mac as being all zero and in provisioning state. When ran reload slot 2 got back 'switch 2 not in stack'. Would this signify a cabling issue?. An install mode downgrade to Gibraltar was successful from master was successful

Hi,
you may need to restart switch stack. as a test you can power down switch 2 (member which not identified) and restart after 1-2 minutes. monitor switch activities using direct console to switch 2.

Zeros mean not part of the stack, could be many reasons, Right from Physicals to config.
Follow the step by step guide below :
Side Note :
Make config as mentioned, mainly focus on switch provisioning, switch number switch priority ( based on the switch number, connect stack as shown in the picture) - save the config on each switch, Turn off the device, connect the Physical start with the master, slave and members so on.
connect the console cable on master, capture all the logs, and post here if any issue.

Sounds like the switch stack doesn't recognize any member 2!
How many switches are in your stack?
Are all member switches definitely powered on and stack ports (at the back of the switches) are cabled?
Can you show the output of "show switch" and "show inventory"?
