Smart licensing with no internet

I have some new 9200 switches coming for a client which utilise Cisco Smart licensing. From what ive read, a switch needs internet access to register its license.  Theres many instances where this would not be possible. Is there a way to register a license from my browser and then load something, like a license string, onto the switch? All with the switch not needing internet?

Do not use IOS-XE versions 16.9.X and later.
Not using 16.9.X (and later) means that the appliance will not use Smart Licensing.

Not using the latest Cisco-recommended software seems unworkable. I'd be disappointed and surprised if theres no way for licensing to work without internet.
