Specific License File fails on stacked C9516 switches.

I am trying to install licenses generated by the customer on a 2-switch 9516-A stack.  The customer provided the tokens for each switch, and then I built the license file as shown below (serial numbers are redacted):

When I try to install the file on the switch, one stack member works, but the other one fails to accept the license with the following error:

Reservation install file failed: The Reservation Authorization Code does not match the Reservation Request Code

So, one switch accepted the license but the other did not.  I have tried the customer-generated licenses on several differnt pairs of stacked switches with the same result: one fails to take the license, the other switch accepts it.  I find it hard to believe that the customer consistently generated the wrong token for one switch in each stack.  I'm wondering if I'm hitting a bug, or otherwise doing something else incorrectly?
