ssh enabled but telnet service port (23/tcp) still on

Hi

ssh enabled, but telnet service still on when doing "telnet 10.4.255.1  23" . Not sure why it is so, I presume it is because of line vty 5 15 below ? Need some advice on this. Thanks.

transport input ssh

no login
no exec

Try transport input ssh on your 5 through 15 vty lines.
