Can you have 2 Sup2Ts in one chassis and one Sup2T in another in VSS?

No it should be one and one or 2 and 2

Perhaps not good practice (to do that intentionally), but if you have a IOS that supports quad VSS, it should function with one of the four sups down, so I would expect it to work with only three installed.
