Switch 9410 - Upgraded IOS now in ROMMON mode - Unable to boot

We have upgraded IOS to 17.12.05.bin to 17.12.06 but when it reloads switch is in ROMMON mode.  Unable to boot to previous version or package.conf.

Steps 1 - Copy 17.12.06 from USB to flash:

Step 2 - no boot system

Step 3 - boot syste flash:cat9k_iosxe.17.12.06.SPA.bin

Step 4 - end

Step 5 - wr mem

Step 6 - reload

Receive following error message

switch:boot bootflash:package.conf
Detected incompatible supervisors. System boot is disabled!!!

How can I bring back the switch and re-install the newer version of IOS.

Was rebooted and switch is back to Original IOS.  Will try to do it again late.

If back into the original firmware, i.  e.  17.12.5, please provide the complete output to the following commands: 

sh romvar
sh boot
