We are doing IOS upgrades at my job. We tried to upgrade a 9300-24P from 17.9.05 to 17.12.06. The upgrade failed. I rebooted the device and it never came back up
I went to the remote site the device is located at, and the device booted into Rommon. The initial issue was with the packages.conf file and we resolved that. However, no matter which operating system I install, the new or the old, the switch ports do not detect PCs for about 1 hour.
We have tested it multiple times and after any reboot it takes about 1 hour, give or take, for devices to be detected on the RJ-45 ports. Also, The uplink fiber SFP port still does not seem to detect anything after 1 hour.
I am wondering this is a low level software/hardware issue with cisco? This occurs even with a wiped config with only switch port access statements and trunk statement on the uplink.
I am wondering if some software process that runs on the switch to detect link is failing to start until an hour after the device has been running?

Factory reset (command: factory-reset all), re-install the firmware and try again.

I did a factory reset and the switch did the same thing. After installing an IOS it took about 1 hour for the switch ports to start working.
