user passoword hash not showing

when I create user in my cisco nexus9396 it shows in run config like that and when

Are you able to login to the device with that account? I've seen where that can mean the account is locked but that was for IOS. It could also possibly be a bug with the code version.

by any chance do you use AAA/Radius/Tacacs+ ?
then maybe the user shown is not actually a local user,
but just a placeholder for the user, while the password is maintained on the authentication server?
