Is it possible to utilize one of the 10G SFP+ ports as a connection for a single host? Insert a PCIe SFP+ card into a machine, connect it to the 10G port on the 3850, and configure the port as you would a regular ethernet port?

As long as the cable matches the SFP's (i.e. all SMF or MMF), that should function properly.
