Does ordered VS-S2T-10G include ip base full encrypt IOS? Is it free?

Depends on what you purchased with it in the bundle ours came with advancedip but It will come with an ios included the most basic though ipbase , you will need to check if its k9 for crypto , either way you can always use  the evaluation licenses if there is an issue for 60 days and put any license you need on it

Yes it will , you also need certain cards in the chassis to work with that sup in the doc below
