Confused about  2x10gig fixed uplink ports.

They are talking about the speed of the particular slot?

You still need to purchase the gbics correct?

You are essentially correct.  Certain models of 3650 include 2x10gig fixed uplink ports (WS-C3650-24TD, WS-C3650-48TD, WS-C3650-24PD, WS-C3650-24PDM, WS-C3650-48PD, WS-C3650-48FD) which will require a Small Form-Factor Pluggable (SFP) to make connections from these ports.

They are talking about the bandwidth of the ports.

The uplink ports are usually used to connect to other networks devices, typically switches.

Yes, you need to purchase the GBICs separately.
