WS-C4507R+E Unusual order on VSS core supervisor engine

Hi All,
I just want to take insights regarding the unusual order of the supervisors on our core switch. The core 2 sup 1 became the active sup while the core 1 sup 1 become the hot standby sup which is not the correct order.

This is the issue after after the switch reloaded because of dual-active scenario.

May we ask for your recommendations regarding this issue?  Are we hitting a bug on the IOS of the VSS core? We already configured  enhanced PAGP and Fast hello on the core. We need to know what would be the reason our core went to dual active mode even we have configured enhanced PAGP and Fast hello. Thank you :)

Cisco recommend to configure port-channel interface as as manual when deploying VSL link.
You're design is using duple Supvisor in each chassis what it means that is useful and recommended to deploy Quad-VSS to VSS, so to face that problem cisco recomend:
Since VSL EtherChannel uses LMP per member link, the link-aggregation protocols, such as PAgP and LACP, are not required; each member link must be configured in unconditional EtherChannel mode using the channel-group group-number mode on command.
