I noticed that for the Cisco Catalyst 3560 Series switch that these two tables are found in the specifications at:

'Measured 100% throughput power consumption'
'Measured 5% throughput power consumption'
I expect that 100% means that the device is fully utilized with data being pushed thru every port 100% of the time.
Does the 'Measured 5%...' title imply that on average the switch will most likely be running at 5% of it's full capacity?
