Everytime we perform a factory reset or turn unit off/on a good portion of the settings are not transfered to the CODEC. Works great with TC5.1.13. We are running TMS 14.2.2 along with TMSPE 1.0

Whenever you do a factory reset, it clears any admin password that was set on the codec. TMS is trying to connect to the codec using the old password before the factory reset and is failing, which is why you're seeing "Wrong username or password" for system status. Until the username/password on codec is updated with what TMS expects it to have, it won't be able to apply the configuration.
Also, I see you have a custom command to update the codec's admin password within your configuration template. You can do the same thing by using a command already available in the TMS configuration templates:
Setting: Password
System Type: Other type

I just tested using an endpoint running both TC5 and with TC6 software, and after a factory reset, the password is typically blank.
With TC5 software, you can enter anything in the password field and the codec will accept the login. This is because when the codec password is blank, it ignores whatever is entered as a password and simply logs you in. Which explains why it was working for you when you were running TC5.1.13.
However with TC6 software, even though the password is blank, the codec will not accept anything as a password, unlike in previous TC releases. So if the codec password is blank, you must use a blank password, or else it will not log you in when running TC6 or later.
