It would appear that the programming of the 'Green Join Button' doesn't contain a dial string that the endpoint can dial successfully.
What is it trying to dial and how is its registration server handling that string?

Thanks Joe for your input on the issue "Contact Busy". It is a known Issue.
The endpoints present the OBTP 5 minutes before the meeting is to start, but the conference is not being created until the actual meeting time. The result is that users attempt to connect a little before the conference time, and get a busy signal. This is the more common issue, but is lower impact, since when this happens, you can at least connect at the meeting time.
This is a known issue, first identified when the conference organizer edits the meeting in outlook. You can get the details here: CSCuy82765 You may be interested in keeping track of a related feature enhancement that would dial WebEx early so WebEx participants can also join the meeting 5 minutes early. Right now, as you know, TMS dials WebEx at the meeting time, even if you have TMS configured to create the meeting 5 minutes early. That enhancement ID is CSCuz44011
