Do you see this on the VCS phonebook service when enabling this as an HTTP exception? If that is the case then its normal since you probably did not go to phonebook --> manage phonebooks --> click the phonebook --> access control tab --> give access to one or more of the groups listed here. Once this is clicked permform a full synch from the VCS provisioning tab and do a force refresh.
Could you please attach a screenshot if this is not the case?
