Dial-in to Skype for business conference through Cisco backend

Hi,

I've been trying to find a solution to a client who have an office 365 SFB infrastructure. We're introducing cisco solution. However, the client have a very large environment (Around 15,000 users). and to integrate the two, they need to upgrade to E5 license, which is a very high cost. I'm trying to find a solution where i can integrate the cisco with SFB and i found a solutions using CMS or Expressway.

My question here is it possible to do the integration with E3 license?
