ISDN Gateway support a single Directory number (DN) per line.
But ISP may map additional number on PRI/T1/E1 line so doesn’t mean ISDN Gateway only support single number per line.
Number of additional mapping dial-in number is very depend on ISP.
Most of ISP provides PRI with single number and additional dial-in number map on same PRI (free or charged service).
Some of ISP provides set up ISDN Number on PRI line as default (i.e 20 numbers on PRI line).
ISDN Gateway ideally handle multiple number and this is more limitation for number of dial plan.

The dial plan is divided into two, IP to ISDN dial plan and an ISDN to IP dial plan.
The maximum number of rules that can be added to each dial plan is 200.

Just for a little more explanation.
A single Directory number (DN) can be configured on each PRI on ISDN Gateway.
This doesn’t mean ISDN Gateway can only listing single number call-in on this PRI.
ISP may map multiple dial-in number (additional ISDN number on PRI) which will reach ISDN Gateway.
For dial-out, ISDN Gateway will use Directory number to inform far end as dialer number.
And additional bonding channel negotiation will dial out with Directory number to far end ISDN Number informed by far end during initial negotiation.
For dial-in, ISDN Gateway will listing incoming dialed number (either Directory number or additional dial-in number mapped on PRI line).
ISD Gateway will reply Directory number for additional bonding channel negotiation to far end device.

Just an example:
i have a PRI with 4 mapping dail -in number as following:
1) 1111 1111
2) 2222 2222
3) 3333 3333
4) 4444 4444
1111 is Enter to the Directory number - so it will be use to dial in and dial out
2222 - dial out only and can be use in dial plan ISDN to IP
3333 - dial out only and can be use in dial plan ISDN to IP
4444 - dial out only and can be use in dial plan ISDN to IP
Because couple of my director's end point, they want the far end user able to direct dail in with the most simple way.
(not in auto attandant)

With single PRI with 1 DN and 3 additional dial-in numbers, you may able to configure up to 4 x ISDN-to-IP service.
From your explanation, I assume you have first dial plan as follow;
Condition – Called number matches: 1111 1111
Action – Enter the auto attendant
Receive call on: check the Port 1 (assume your PRI connected on port 1)
If your director is looking for direct call to their VC Endpoint then you should configure following dial plan (ISDN to IP)
Condition – Called number match: 2222 2222
Action – Call this number: 5001 (assume this is Director-1 Endpoint alias)
Receive call on: check the Port 1 (assume your PRI connected on port 1)
Condition – Called number match: 3333 3333
Action – Call this number: 5002 (assume this is Director-2 Endpoint alias)
Receive call on: check the Port 1 (assume your PRI connected on port 1)
Condition – Called number match: 4444 4444
Action – Call this number: 5003 (assume this is Director-3 Endpoint alias)
Receive call on: check the Port 1 (assume your PRI connected on port 1)
Other additional parameter (i.e call type, encryption, etc.) should adjust ad needed.
After you configured dial plan, you may use Test dial plan feature to verify the configuration.
