Hi all.
I'm using TMS 14.6.2 and TMS PE 1.4.1
I configured Smart Scheduler and Collaboration Meeting Rooms and account administrator can login in order to book and edit end user's CMR.
All end users are synchronized with AD in Systems > Provisioning > Users but there is not any one can login TMS portal http://<ip address of TMS>/tmsagent/tmsportal/. Only account administrator local can login.
Are there any one had meet this issue?

Make sure the users have "Booking" permissions within TMS to access Smart Scheduler. Collaboration Meetings Rooms don't require any speical permissions. However, to even access the user portal, the users must have permissions to the TMS server via a local account or through AD.

I resolved it.
TMS server need join Domain in order to login by AD account.
